Citizens, the state-backed insurer, fell from a 2023 peak of about 1.42 million policies to 278,061 by July 24, 2026, as depopulation moved policies to private carriers. In December 2025 Citizens recommended rate decreases for most policyholders, its first since 2015, and by late November 2025 the state had logged 73 rate-decrease filings and 94 zero-increase filings. Florida law requires 120 days’ written notice before non-renewal of a residential policy (statute 627.4133).
