The South Carolina file is one of the biggest movers in the set, up 28 places in the national order since 2018. In 2018, 39 jurisdictions carried a higher rate; in 2023, 11 do, which takes the state from 40th of 51 to 12th. The rate itself climbed from 0.52 percent in 2018 to 1.24 percent in 2023. Ranked by the size of the move since 2018 rather than by the level, it comes 6th of 51. The floor of the series is 0.32 percent in 2020. The rate fell in 2019 and again in 2020 before it turned back up in 2021. Beaufort tops the 2023 readings at 4.11 percent, with Charleston next at 3.97 percent, 0.14 points behind. Most rows moved up. Across the 46 counties with a 2023 reading the midpoint is 0.83 percent against 1.24 percent for the state. Top to bottom the 2023 readings cover 3.65 points, with the lowest county at 0.46 percent. Under the 2023 rate sit 10,206 policies the insurer chose not to renew out of 825,570 in force, against 3,711 out of 708,442 six years earlier, so the count of dropped policies rose over the file while the book behind it grew. Two rows from this state are inside the national top 100 counties by 2023 rate, a list that starts at 500 policies in force, and they are Beaufort and Charleston. Non-renewal is the insurer ending the policy at its term, not the homeowner leaving. It is the number that moves before a market goes hard, which is why the committee collected it.

The notice window

Before an insurer in South Carolina can end a policy at its term it must give notice not less than 60 days before the expiration date, under South Carolina Code of Laws section 38-75-740.
