The statewide 0.66 percent for Illinois is an average over books that look nothing alike. Of the 100 counties left once the ones under 500 policies are set aside, Pulaski read 2.99 percent in 2023, 4.5 times the state figure, and the lowest county read 0.14 percent. Across all 102 counties with a 2023 reading the midpoint is 0.78 percent, a long way under the figures at the top of the column. Ranked by the size of the move since 2018 rather than by the level, it comes 29th of 51. Under that 2023 rate are 12,702 policies the insurer declined to renew, out of 1,913,588 in force. The rate rose in 2023. Non-renewals counted 10,535 in 2018 and 12,702 in 2023, while the book behind them shrank from 1,950,698 policies to 1,913,588. In 2023, 65 of the 102 counties with a reading that year sat above the state rate. In 89 of the 102 counties with a reading in both years, 2023 came in above 2018. One row here, Pulaski, is inside the national top 100 counties by 2023 rate, counted from books of at least 500 policies. Each figure counts a policy the insurer let expire instead of renewing it. That is a decision made by the carrier, and it tends to show up in the data before prices and availability move.

Two counties below sit under it and are printed anyway. On a two-policy book a single non-renewal is 50 percent, and that is a property of the fraction.
